Russia State of emergency declared-nuclear?

A fire is endangering a treatment center and storage of nuclear materials in the Ural mountains, which led Russia to declare a state of emergency around the center.

“The head of administration decreed, on 06 August, the state of emergency in forests and parks in the city of Ozersk (where the nuclear complex) due to the spread of fires,” reads a statement released today.

‘From now until the specific decision, it is forbidden to enter the forest and lit bonfires there. Moreover, managers of enterprises and organizations should take urgent measures to clear the surrounding land ‘, enacted local administration.

The central collection and processing of nuclear waste Maiak, one of the largest in Russia, is in Tcheliavinsk region, the Urals, two thousand miles from Moscow.

In the western part of Russia, the Ministry for Emergency Situations of Russia said it had detected changes in the levels of radioactivity due to forest fires.

Because of the heat wave of the Russian authorities fear further outbreaks of cholera. A responsible health services revealed that water quality deteriorated in 52 of the 83 Russian regions.

Arctic freeze and snow wreak havoc across the planet

Arctic air and record snow falls gripped the northern hemisphere yesterday, inflicting hardship and havoc from China, across Russia to Western Europe and over the US plains.

There were few precedents for the global sweep of extreme cold and ice that killed dozens in India, paralysed life in Beijing and threatened the Florida orange crop. Chicagoans sheltered from a potentially killer freeze, Paris endured sunny Siberian cold, Italy dug itself out of snowdrifts and Poland counted at least 13 deaths in record low temperatures of about minus 25C (-13F).

The heaviest snow yesterday hit northeastern Asia, which is suffering its worst winter weather for 60 years. More than 25 centimetres (10in) of snow covered Seoul, the South Korean capital — the heaviest fall since records began in 1937.

In China, Beijing and the nearby port city of Tianjin had the deepest snow since 1951, with falls of up to 8in and temperatures of minus 10C. In the far north of China, the temperature fell to minus 32C. More than two million Beijing and Tianjin pupils were sent home and 1,200 flights were delayed or cancelled at Beijing’s international airport.

The same far-eastern weather system took its toll of Sakhalin, the Russian island off Siberia, which was hit by blizzards and avalanches. Farther west, in northern and eastern India, more than 60 people, mainly homeless, died of exposure. Thousands of schools were closed. In Uttar Pradesh, the state neighbouring Nepal, the authorities spent £1.3 million on blankets and firewood for needy households.

Western Russia suffered a deep freeze as snow swept across the Baltic and north-central Europe, leaving the worst devastation in Poland, where 13 people died, bringing the toll from the cold this winter to 122.

Up to ten skiers died or were missing in avalanches. The worst incident was in the Diemtig Valley in Switzerland on Sunday, when avalanches hit a group of skiers and then the rescuers who went to their aid. Eight people were pulled from the snow alive, but four died, including an emergency doctor, and three more were missing.

In Italy, emergency services struggled with rare cold and ice. Motorways in the northeast were closed and military helicopters were sent to Sicily with medical aid.

In the United States, heavy snow fell again on the northeast.

In Burlington, Vermont, a record 33in of snow fell in a weekend storm. The previous record in a three-day period was set in 1969. Residents of the Northern Plains were warned to expect lethally cold temperatures of about minus 30C.

The icy conditions of Western Europe, which broke records in half a dozen countries in December, are expected to last for at least another week.

Guo Hu, the head of the Beijing Meteorological Bureau, linked this week’s conditions to unusual atmospheric patterns caused by global warming.

Meteorologists were also trying to find a pattern in the heavy rains that have hit equatorial regions and the southern hemisphere in the past week.

At least 20 people have been killed in flash floods in Kenya after torrential rains made thousands homeless.

In Australia, the authorities declared a natural disaster along the Castlereagh River as it peaked after torrential rain, forcing 1,200 residents to abandon their homes for high ground.

In Brazil, the death toll from flooding and mudslides over the past four days rose above 80.

Closer to home, forecasters have warned Britons to brace themselves for a freezing cold, bleak new year — this winter is set to be the coldest for more than 30 years.

North Magnetic Pole Moving East Due to Core Flux

Earth’s north magnetic pole is racing toward Russia at almost 40 miles (64 kilometers) a year due to magnetic changes in the planet’s core, new research says.

The core is too deep for scientists to directly detect its magnetic field. But researchers can infer the field’s movements by tracking how Earth’s magnetic field has been changing at the surface and in space.

Now, newly analyzed data suggest that there’s a region of rapidly changing magnetism on the core’s surface, possibly being created by a mysterious “plume” of magnetism arising from deeper in the core.

And it’s this region that could be pulling the magnetic pole away from its long-time location in northern Canada, said Arnaud Chulliat, a geophysicist at the Institut de Physique du Globe de Paris in France.

Finding North

Magnetic north, which is the place where compass needles actually point, is near but not exactly in the same place as the geographic North Pole. Right now, magnetic north is close to Canada’s Ellesmere Island.

Navigators have used magnetic north for centuries to orient themselves when they’re far from recognizable landmarks.

Although global positioning systems have largely replaced such traditional techniques, many people still find compasses useful for getting around underwater and underground where GPS satellites can’t communicate.

The magnetic north pole had moved little from the time scientists first located it in 1831. Then in 1904, the pole began shifting northeastward at a steady pace of about 9 miles (15 kilometers) a year.

In 1989 it sped up again, and in 2007 scientists confirmed that the pole is now galloping toward Siberia at 34 to 37 miles (55 to 60 kilometers) a year.

A rapidly shifting magnetic pole means that magnetic-field maps need to be updated more often to allow compass users to make the crucial adjustment from magnetic north to true North.

Geologists think Earth has a magnetic field because the core is made up of a solid iron center surrounded by rapidly spinning liquid rock. This creates a “dynamo” that drives our magnetic field.

Scientists had long suspected that, since the molten core is constantly moving, changes in its magnetism might be affecting the surface location of magnetic north.

Although the new research seems to back up this idea, Chulliat is not ready to say whether magnetic north will eventually cross into Russia.

“It’s too difficult to forecast,” Chulliat said.

Also, nobody knows when another change in the core might pop up elsewhere, sending magnetic north wandering in a new direction.

Russia-China Warn US That Israeli Attack On Iran Means World War

A chilling report circulating in the Kremlin today states that President Medvedev and Chinese President Hu have issued an “urgent warning” to the United States that says if the Americans allow an Israeli nuclear attack upon Iran, “World War will be our response”.

Fueling Russian and Chinese fears are intelligence reports stating that Israel has moved over three-quarters of its Naval Forces through the Suez Canal and has assembled over 30 of its US-built fighter jets in Kurdistan for a planned attack using American made “bunker busting” bombs and nuclear armed cruise missiles.

Russian Military Analysts state in these reports that Israel first plans to use its US-built fighter jets to target Iran’s nuclear facilities, and upon a combined Iranian and Lebanonese Hezbollah  “response”, that is said will “rain missiles down upon Israel”, Israeli submarines and surface vessels with unleash nuclear armed cruise missiles against Iran’s military, religious and political infrastructure.

Israeli news sources are also confirming Russian and Chinese fears over an attack by their country upon Iran, and as we can read as reported the Haaretz News Service:

“Israel’s recent deployment of warships across the Red Sea should be seen as serious preparation for an attack on Iran, an Israeli defense official told the Times of London on Thursday.

“This is preparation that should be taken seriously. Israel is investing time in preparing itself for the complexity of an attack on Iran. These maneuvers are a message to Iran that Israel will follow up on its threats,” the official was quoted as saying.”

President Bush had become so alarmed over Israel’s plan to attack Iran that in an unprecedented move, just prior to leaving office, he refused the Israelis “secret request” for 1,000 of the American bunker busting bombs they wanted, but, Israel had obtained 100 of these dreaded weapons in a 2005 deal with the Pentagon.

Upon Obama assuming the US Presidency, Israel’s Prime Minister gave the American leader a stark warning that “Either you take care of Iran-quickly-or I will”, a challenge that Obama, while in Russia last week, slapped down by warning that the United States is “absolutely not” giving Israel a green light to attack Iran, a curious statement, however, when viewed in the light of the American Vice President Biden stating just days before that “Israel is free to do whatever it deems necessary to remove the Iranian nuclear threat”.

Fueling Russian and Chinese fears over Israel’s planned attack on Iran, these reports continue, is the Jewish states planned use of Iraqi territory from their Kurdistan region which borders Iran, and which this past week furthered its goal to become an independent Nation with the adopting of a new constitution, and with its Israeli trained army can expect an “immediate” invasion from both its sworn enemies Turkey and Iran.

Even worse, Syria’s leader has reportedly warned the US that upon Turkey and Iran declaring war upon Kurdistan and Israel it would “no choice” but to honor its defense agreements with the Iranians calling for their Nations to protect each other in times of peril.

Further complicating this mess is Turkey’s membership in NATO, and which under that alliances agreement calls for the United States and Europe to join with the Turkish military in fighting against what in essence would be their own allies of Israel and Kurdistan.

Not being known to the American people is that while their Military Forces have been fighting in Iraq, the United States and Iran have longstanding agreements allowing the Iranians to shell Iraqi Kurd territory without fear of reprisal, an agreement that also includes Turkey who have battled against the Iraqi Kurds for decades.

Most ominously in these reports though, both Russia and China state that they will have “no choice” but to place an “immediate embargo” against any oil and gas coming from the Middle East and weapons to the region the United States may try to supply.  China further states in this warning that upon an Israeli attack upon Iran they will “immediately cease” to purchase any more US debt, and with the American deficit hitting $1 Trillion for the first time in their history, and with it expecting to exceed $2 Trillion by the end of the fiscal year on September 30th, a particually grave threat being that China’s $2 Trillion in reserves are the only thing keeping the US economy afloat.

Russian Intelligence Analysts further report that the long-serving head of Iran’s Atomic Energy Organization, Gholam Reza Aghazadeh, resigned today over fears for his and his family’s safety upon an attack by Israel upon the Persian Nation.

What is not known at this time, these reports summarize, is if Israel’s Iron Dome missile defense system, which the Israelis report has been “successfully tested”, would be able to withstand the estimated 6,000 plus missiles expected to be fired at it by the combined powers of Iran, Syria and Hezbollah.

But, to Israeli war leaders believing that upon the conventional destruction of Iran’s nuclear facilities, the Persian Nation will “sue for peace” rather than be hit by nuclear weapons, these reports state, unequivocally, that Iranian leaders are “fully prepared” to engulf the entire World in “brutal fire” rather than to ever “kneel down” before the “Zionists” they have long stated have no right being in the Middle East in the first place.

Russian Scholar Says U.S. Will Collapse Next Year

MOSCOW —  If you’re inclined to believe Igor Panarin, and the Kremlin wouldn’t mind if you did, then President Barack Obama will order martial law this year, the U.S. will split into six rump-states before 2011, and Russia and China will become the backbones of a new world order.

Panarin might be easy to ignore but for the fact that he is a dean at the Foreign Ministry’s school for future diplomats and a regular on Russia’s state-guided TV channels. And his predictions fit into the anti-American story line of the Kremlin leadership.

“There is a high probability that the collapse of the United States will occur by 2010,” Panarin told dozens of students, professors and diplomats Tuesday at the Diplomatic Academy — a lecture the ministry pointedly invited The Associated Press and other foreign media to attend.

The prediction from Panarin, a former spokesman for Russia’s Federal Space Agency and reportedly an ex-KGB analyst, meshes with the negative view of the U.S. that has been flowing from the Kremlin in recent years, in particular from Vladimir Putin.

Putin, the former president who is now prime minister, has likened the United States to Nazi Germany’s Third Reich and blames Washington for the global financial crisis that has pounded the Russian economy.

Panarin didn’t give many specifics on what underlies his analysis, mostly citing newspapers, magazines and other open sources.

He also noted he had been predicting the demise of the world’s wealthiest country for more than a decade now.

But he said the recent economic turmoil in the U.S. and other “social and cultural phenomena” led him to nail down a specific timeframe for “The End” — when the United States will break up into six autonomous regions and Alaska will revert to Russian control.

Panarin argued that Americans are in moral decline, saying their great psychological stress is evident from school shootings, the size of the prison population and the number of gay men.

Turning to economic woes, he cited the slide in major stock indexes, the decline in U.S. gross domestic product and Washington’s bailout of banking giant Citigroup as evidence that American dominance of global markets has collapsed.

“I was there recently and things are far from good,” he said. “What’s happened is the collapse of the American dream.”

Panarin insisted he didn’t wish for a U.S. collapse, but he predicted Russia and China would emerge from the economic turmoil stronger and said the two nations should work together, even to create a new currency to replace the U.S. dollar.

Asked for comment on how the Foreign Ministry views Panarin’s theories, a spokesman said all questions had to be submitted in writing and no answers were likely before Wednesday.

It wasn’t clear how persuasive the 20-minute lecture was. One instructor asked Panarin whether his predictions more accurately describe Russia, which is undergoing its worst economic crisis in a decade as well as a demographic collapse that has led some scholars to predict the country’s demise.

Panarin dismissed that idea: “The collapse of Russia will not occur.”

But Alexei Malashenko, a scholar-in-residence at the Carnegie Moscow Center who did not attend the lecture, sided with the skeptical instructor, saying Russia is the country that is on the verge of disintegration.

“I can’t imagine at all how the United States could ever fall apart,” Malashenko told the AP.

Harper concerned by “aggressive” Russia

SASKATOON, Saskatchewan (Reuters) – Canadian Prime Minister Stephen Harper, speaking after it emerged that a Russian bomber had flown toward Canada before U.S. President Barack Obama visited last week, said on Friday he was deeply worried about Moscow’s “increasingly aggressive” actions.

The long-range Bear bomber did not enter Canada’s Arctic airspace but Canadian CF-18 fighters had to order the plane to turn back. The incident took place less than 24 hours before Obama visited Ottawa on February 19.

“This is a real concern to us. I have expressed at various times the deep concern our government has with the increasingly aggressive Russian actions around the globe and into our airspace,” Harper told a news conference in the western province of Saskatchewan.

“We will defend out airspace … we will respond every time the Russians make any kind of intrusion on the sovereignty of Canada,” he said.

Russian jet chased by Canada before Obama visit

OTTAWA – On the eve of Barack Obama’s visit to Ottawa, a Russian jet approached Canada’s Arctic air space and had to be turned away by Canadian warplanes, Defence Minister Peter MacKay said Friday at a news conference on Parliament Hill.

With Obama poised to leave American soil for the first time as U.S. president on Feb. 19, the joint Canada-U.S. aerospace command, Norad, detected the Russian plane. Two of Canada’s CF-18 fighter jets were scrambled to intercept one Russian aircraft, MacKay confirmed.

At the time, Canada’s was preparing to host the world’s most popular politician on what would be his first international trip after weeks of preparation that included some of the tightest security ever. Indeed, the airspace over Canada’s capital was temporarily closed to all planes but Obama’s own Air Force One, which arrived and then departed after the seven-hour visit.

MacKay said at no time did the Russian plane enter Canadian air space.

“It’s not a game,” said MacKay, adding that Canada takes the approach of such aircraft seriously.

The incident was disclosed Friday morning at a joint news conference on Parliament Hill with MacKay, Gen. Walt Natynczyk, the chief of the defence staff and U.S. Gen. Gene Renuart, the commander of Norad.

In 2007, Russia planted its flag on the seabed below the North Pole and resumed flights of strategic bomber jets over the Arctic Ocean, a practice that stopped after the fall of the Soviet Union. The Harper Conservatives have since unveiled an Arctic strategy to assert Canadian sovereignty, and spur economic and social development in the Far North.

Relations between Russia and the West have been strained since last August when Russian forces marched into Georgia following the Georgian army’s occupation of the breakaway province of South Ossetia.

Weeks after that, MacKay travelled to Iqualuit to reinforce his Conservative government’s new sovereignty policy, where he put Russia on notice that Canada intended to be vigilant about foreign incursions in the region.

“We’re obviously very concerned about much of what Russia has been doing lately,” MacKay said last August. “When we see a Russian bear approaching Canadian air space, we meet them with an F-18,” added MacKay, referring to Arctic patrol flights by Russian bombers. “We remind them that this is Canadian air space, that this is Canadian sovereign air space, and they turn back. And we are going to continue to do that, to demonstrate that we are watching closely their activities here.”

Renuart is on a scheduled visit to Ottawa and was to address a major symposium later Friday at the annual meeting of the Conference of Defence Associations Institute.

Norad is the jewel of Canada-U.S. military relations, and it celebrated its first half decade in existence last year.

Norad was conceived in the Cold War to serve as an early warning system against a nuclear missile attack from the then Soviet Union.

Since the fall of the Berlin Wall, and following the Sept. 11, 2001 attacks it remains a major tool in the defence of North America.

A Canadian officer permanently holds the No. 2 position at Norad headquarters in Colorado Springs, Colo. On the morning of 9/11, it was a Canadian general who was on duty and who ordered the closure of North American airspace, and who dispatched Canadian and American warplanes into the continent’s skies moments after New York and Washington were attacked by hijacked commercial airliners.

Gunfire on tense border in Georgia

Georgian and separatist South Ossetian authorities are accusing each other of opening fire across the line of control in the ex-Soviet republic. Nobody was hurt, but the accusations have added to tension following the August war that strengthened Russian and separatist control over Georgia’s South Ossetia region.

The South Ossetian government said Sunday that a village came under sporadic automatic-weapons fire from Georgian-controlled territory for several hours late Saturday. It said South Ossetian forces did not return fire.
